1995年，全麵禁槍政策實施的前一年，棄鎮忙崖的平靜被打破。藏匿巨額寶藏的悍匪大哥北山（辛柏青 飾）越獄出逃，43名窮凶極惡的匪徒從四麵八方齊聚於此，隨大哥北山一道用武力封鎖忙崖，整座小鎮陷入了斷油斷通信的絕境！
