騙子賈毅征偽裝成特派員騙得了縣城協防軍司令胡錠邦的一筆巨款，在逃亡到縣城的過程中，陰差陽錯被與日本人秘密合作並圖謀叛國的縣長謝千裏當成了真特派員，兩人各懷鬼胎，為了自己的利益使出渾身解數爾虞我詐，過程中上演啼笑皆非的荒誕大戲。經過一係列遭遇後，最終賈毅征投身正義，加入革命抗日道路。
